Articles, News and Photo LIBRARY >> Neighbor Dispute/Mediation Process Neighbor Dispute/Mediation Process STEP 1: The homeowner(s) who believe their protective covenants have been violated must first approach the homeowner(s) of the suspected violation to seek resolution of the complaint.
STEP 2: If Step #1 is not successful, the affected parties may file a written complaint with the H.C.C.A. Architectural Control Committee, which identifies the alleged covenant infraction(s), and which documents efforts undertaken in the attempt to resolve the dispute in step #1. Copies of this complaint should be sent to (a) The Chairperson of the Architectural Control Committee and (b) All homeowners involved in the dispute.
STEP 3: The Architectural Control Committee will provide a written response to all parties within thirty days of receiving the complaint.
STEP 4: If parties involved cannot resolve the dispute within thirty days after receiving the Architectural Control Committee response, the parties are encouraged to approach the City of Bellevue Conflict Resolution/Neighborhood Mediation Team to seek a reasonable settlement.
STEP 5: If mediation services are not used or are not successful, the matter becomes a private dispute subject to remedies and actions sought by the homeowners involved. The response from the Architectural Control Committee, which represents the position of the Horizon Crest Community Association, may be used as an exhibit in the resolution process by any of the affected parties.
