Board Meeting: March 4, 2004

The purpose of the meeting was to get all positions clarified and begin work.

Pres. Bill & Merrily Hornell presented goals for the year:
* Fill all positions on board and committees, and all sub-div. Reps
* Complete re-writing of the covenants/update by-laws
* Work on visual enhancement-islands, mailboxes, sidewalks
* Get more involved with City of Bellevue by attending meetings and applying for funds such as NEP

Vice-Pres Vicki Nickinovich and Jim Russell
* In charge of enhancement-clean-up weekend, mailbox research
* Get a couple of more members-Jane Titland, Native Plant Steward as resource for appropriate plantings
* Apply for NEP money-it's our year (Eastgate/Cougar Mtn)-need to send in suggestion card by March 15
* Kurt Lutterman will continue to replace lights on island sign

Sec. Jan Falls (unable to attend)
* Newsletters in Jan. (pre-general meeting), Apr (pre-clean-up), Aug (pre-picnic)
* Possible monthly update on email or website

Discussion on how to communicate-not everyone with computer access-how to get a list of those who need to hear news in other ways-use of div. Reps to spread the word...no specific conclusions

Treas. Eric Dawes
* Will do some research on Insurance Fees. It takes 54 memberships to pay for current coverage. Suggestion by Jim R. to consider a limited coverage policy for our two events: clean-up and picnic; form an LLP (get advice from Bellevue)
* Other budget concerns-dumpsters for clean-up (see discussion later)
* Membership report of 62 paid; 60 more who had paid in 2003 haven't paid yet

Area Reps: Eaglesmere 2, Christina Peterman; 3 Bruce Caroon (unable to attend), 4 Bill Lundell, 5 Heather Trescases (unable to attend)
* We'll get this group together later to discuss their role in recruiting the other sub-division rep positions to be filled and ways to reach out to their constituents
* If any area reps have extra time to put to good use, Merrily can give you a sub-division to recruit leadership, membership (door to door). We'll take this up further at next meeting.

Membership Committee: Randy Cox, Kimball Williams (unable to attend), Xiomara Pilon, Christina Peterman
* This is the big need!
* Membership drive through June 1-goal 135-if not, raise dues to $30
* Committee will meet soon to discuss possibilities for membership packet, getting in touch with residents, etc. -come up with a plan to report at next meeting
* Welcoming of new neighbors can probably be turned over to the sub-reps once all are in place

Architectural Committee: area 2- Johannes Christoffersen, Steve Kessler (not in attendance), 3 Fred Lisaus (subject to consent) 4, Bill Lundell, 5 Eric Dawes
* Need to meet on a regular basis to bring the covenants to readiness for attorney approval
* Check with Bellevue about possible legal assistance
* Check with Nancy Cannon, one of our residents who works with homeowners associations, for names of attorneys
* This committee needs to meet before our next board meeting

General items for discussion...
Clean-up weekend 
* Date: May 15-16 (note: Hornell's will be gone)
* Dumpsters or no dumpsters-idea was discussed of having trucks (volunteer residents) picking up waste as needed and taking to the dump. It would be much cheaper. This would be for members only
* Enhancement Comm. will meet to come up with plan and proposal for expenses (could get beauty bark and landscape materials with "dumpster" money)

Picnic Date Sept. 11

Board Meetings
* Agreed to meet monthly for awhile
* Meetings will be held on Thursdays and will last one hour 8:00-9:00 p.m. Reports will be given by all officers, reps, and committees
* Next meeting April 22, Hornell's 8:00 p.m.

Announcement
Open House at City Hall, 450 110th Ave. N.E., for neighborhood leaders and residents to receive a special briefing and tour of the new building. Comment on building plans before final decisions are made. Model of new building will be on display. RSVP to ckuhn@ci.bellevue.was.us if you plan to attend. Hornell's will go.
