Follow-up meeting of reps planned, possibly July 13, to gather remaining packets and checks and see what homes have not been reached

Surveys-not tabulated yet, as not all are collected from reps

Question raised by Heather regarding our vote at the general membership meeting, Feb. 12, 2004 to increase dues to $30 "unless membership is raised to 135 members {$3375} by June 1, 2004". Board decided since the packets got out later than expected, we'd do one more push in the August newsletter with an addressed envelope enclosed for mailing in dues. We have about 30 new memberships to date. (We need an exact count on total paid members.) Further increase in dues will be looked at at next board meeting following results from newsletter.

Welcome gifts for new residents:
No action yet on Home Depot, Albertson's or other possible sponsors of coupons, discounts, gifts. Eric and Christina will pursue 

Clean-up Weekend
Report by Vicki
Vicki presented a handout of what went well, especially noting the registration table at the main entrance for volunteers to sign-in, have coffee and donuts and be assigned a task. Eric was thanked for providing the truck and service for picking up. 

This year we did not use the dumpsters, thus saving $800. Instead, paper bags for yard waste were used and disposed of with residents' regular pick-up.

Suggestions for next year: focus of workers meeting at the entrance on Saturday only (virtually no one came on Sunday); co-ordinate with Jeff Bradley, Bellevue, for city support of potting soil, etc. This would probably be on Arbor Day (April). Hopefully, we'll get better outreach to all the islands and common areas by the reps organizing those areas.

Covenants Rewrite update

The input period was advertised as ending on July 1, 2004. Not much has occurred in that regard. One resident of area 4 has a concern that the new covenants would change area 4's stipulations to that of area 2, "adding restrictions that weren't there originally". The committee will look at that and provide specifics that may pertain to the uniqueness of each area outside of the common document.
The committee will meet in August and do final reading/wording. A note will be put in the newsletter for final chances from residents to add suggestions. Document will then be looked at by attorney. 

New Business:

Picnic Sept. 11
Chairperson, Christina
Similar to last year's format with pot luck, bbq dogs and burgers. No pinata due to safety issues. Instead, we will get an entertainer for the children (Heather will work with Christina on this). Try to get fire engine again. Need a microphone! Could do a raffle for prizes.
Members will be given tickets for free participation. Non-members will be charged $5.00 per family. 
Suggestion to shop at "Cash and Carry" as an even cheaper source than Costco. A budget of $400 was allocated. 
We need a picnic committee to help Christina and Heather. We'll note this in the newsletter.

August Newsletter
Jan Falls
A suggested target date of week of August 16 was set if Jan is available for that deadline. 
Eric will sort labels by paid and non-paid members so we can enclose envelopes for dues as needed. Also, if a message could be put on the label or envelope letting each resident know their status, that would be helpful.

NEP ballots next week
We prioritized the proposals as board recommendations for voting as #1 sidewalk east side of 151st Ave. SE from 47th-48th Dr.; #2 streetlights on 150th/151st from 46th-49th; #3 sidewalk 152nd to Eastgate Elem. (Note: this changed somewhat when we received the actual ballots and saw the proposals.)
Christina will call reps to inform them to alert their groups about the importance of the votes.
Bill & Merrily will put up signs at the entrances.

Fall General Membership Meeting
We discussed this as it was on the "HCCA 2004 Events" card in the membership packets. This proposed meeting was intended as an information night with significant people from the City of Bellevue.
It was decided to postpone this event until possibly next fall as we've had a very busy year already. We have the picnic coming up and the newsletter prior to that. Also, Bill & Merrily will be gone for a long time during the fall. Further, we thought it might be relevant to see what the member surveys say in this regard.

Bellevue Transportation Committee (CEP Allocation)
Christina Peterman
Attended meeting tonight and one prior in which she stated our case for sidewalks, etc. from Eastgate Elem and beyond 48th Dr. These funds will be out of the 2005-2011 budget. We won't know if our proposal will be funded until later on in the process.
Eric, Bill, and Merrily attended the meeting to support Christina. We all thank "Ms. Peterman" for her work in presenting our case!! (Note, C provided handouts of the report the Commission gave her on the project. This will be on file with HCCA documents/Hornell's.)

Insurance-"to be or not to be" ?
Decided to check further into possibility of just event coverage. We have until Dec. to figure this out for next year. We'll discuss this at next meeting.

Mailbox project
Vicki reported she will not have the time to pursue the mailbox improvement project due to her new life as a student. She asked that we contact Jim Russell, her co-vice-pres. as a possible chairperson of this. We all decided we need a committee to work on this to get some standards in place for those who are ready to do things now. We're hoping for the Bellevue matching funds grant next year. We discussed activating those areas where residents are ready and willing to change their boxes now. Question again about locking boxes; USPS involvement, etc. We'll ask for help in the newsletter.
